MADRID and Barcelona resumed hostilities on Monday when Spain’s Constitutional Court decided unanimously to suspend a resolution passed by the Catalan regional government five days earlier which gave it authority to press ahead with plans to separate from Spain.

The Court also gave the Speaker of the regional parliament, Carme Forcadell, 20 days to explain why she permitted the vote, ahead of any decision on whether to fine her or suspend her from public office.
