THE pace of change in Cataluña has moved up a gear in the last week as the regional government, the Generalitat, accelerates its “laws of disengagement” ahead of a planned independence referendum set for October 1. Madrid, meanwhile, maintains its stance that such a vote would be unconstitutional.
