Health Minister Dolors Monserrat was forced to appeal for calm on Tuesday morning after apparently announcing a change to Spain’s system of prescription charges the previous day. In a radio interview on Monday, she had indicated that the government is considering restructuring the medicines co-payment system so that pensioners with higher incomes are charged more.
