Navarra has become the first Spanish region to legalise cannabis consumption. Use of the drug is no longer an offence in the area provided it is used within the limits of a new regional law. Clubs where members can consume cannabis without fear of any penalty have been given the status of non-profit-making associations and are now fully regulated by the regional government.
