If all else fails, and there is an exit from the EU on the October 31 without a deal, and UK immigrants living in Spain (and Europe for that matter) are left ‘high’ and ‘dry’ regarding rights and health cover, will it be possible to use the Vienna Conventions of 1961 and 1969 to clarify these rights especially for longer term registered residents?
