Although some areas have moved into phase one of the government’s exit plan, fines are still being levied when people break the rules.
The emergency services have stressed that residents in Alicante province cannot travel outside the boundaries of their healthcare departments – and in areas that are still in phase zero people cannot leave their municipalities.
