The Andalucian ombudsman has said the regional government is not responsible for damage caused to the Bajo Almanzora desalination plant in Palomares in the floods of September 2012.
An investigation was opened in the wake of complaints made by environmental pressure group Ecologistas en Acción claiming the structure, destroyed just one year after it opened, had been built on a flood plain.
